Rosa Circle is a short dead-end street, about 200 feet long, on the north side of Pondover Road, north of Billerica Centre, ending in a turnaround. It was laid out on "Pondover Estate, Billerica, Mass.," owned by Mount Vernon Builders, Inc. and drawn by K. J. Miller Co., civil engineers and land surveyors, of Burlington, on May 9, 1963. The Planning Board signed the plan on May 23, 1963, and it was recorded on June 7, 1963 (Plan Book 98, Plan 107). Its third sheet shows Rosa Circle leaving Pondover Street, now Pondover Road, with a turnaround of 50-foot radius and Lots 14, 15 and 16 around it, beside a brook that the developers relocated along the land of the Town of Billerica. The origin of the name Rosa was not found.
The one house dated by the assessors was built about 1976. Rosa Circle was number 55 of the 62 streets submitted by the Planning Board under Article 40 at the annual town meeting of 1972, which accepted 78 streets in all, and the record of the meeting lists it among "the following streets" that "were accepted." In 1973 the Water Department laid an eight-inch main "the length of Rosa Circle" to replace an old undersized main; drainage work was done on the street in 1994, and in 2017, during sewer contract 35, that main was replaced with 180 feet of eight-inch ductile iron pipe.
